TOWN OF ROSETOWN STRATEGIC PLAN

The Town of Rosetown is presently working on updating their Strategic Plan for 2023 to 2026.

 To gather information, we wish to hear from you. A survey was completed and now we would like to move into focus groups.

 What topics would you like to talk about?  See below the Town of Rosetown Objectives that are presently in the Town of Rosetown Strategic Plan

Strategic Theme: OPERATIONS (achieve our Vision; Fulfill our Mission)

Outcome: The Town of Rosetown provides effective and sustainable services. Services are organized into all departments.

1. Provide essential and sustainable services 

(water, sewer, waste collection, fire protection, RCMP, transfer station, recreation facilities, streets)

1. “Great place to work” Recruitment and retention strategies

(cross training staff, succession planning, competitive salaries)

1. Ensure a safe workplace

(work within Occupational Health & Safety regulations, provide training)

1. Protect against risks

(ensure active EMO Committee and Fire Department)

GOAL:   MANAGING FISCAL RESPONSIBILITY

Outcome: The Town of Rosetown is fiscally responsible throughout all economic cycles in the provision of services to citizens: Fiscally appropriate decision-making (“Spending money wisely”) with long-term financial planning and maintain a positive community wide appearance.

1. Build and sustain healthy financial structure

(prepare and establish annual budget early within the year)

1. Ensure adequate funding for building capital reserves

(ensure adequate funding for Building Capital Reserves)

1. Ensure accountability regarding the Strategic Plan process

(quarterly reporting completed, updated every 4 years)

GOAL: COMMUNITY RESPONSIBILITY

Outcome: The Town of Rosetown takes pride in their community appearance and the availability of primary health services.

1. Encourage a positive community wide appearance

(no littering campaign, work with RCMP regarding enforcement of littering, working with property owners to maintain their property, cemetery redesign, street sweeping, work with property owner & develop plan regarding beautification of the intersection of Highway 7 & 4 and the Town) 

1. Encourage the availability of primary health services for residents

        (doctor recruitment & retention, operate & manage medical clinic, work with SHA regarding

         a co- location of health care professionals, provide fiscal management & assistance to Orange 

          Memories)

GOAL: INFRASTRUCTURE RENEWAL & ASSET MANAGEMENT

Outcome: The Town of Rosetown is committed to long-term planning regarding infrastructure renewal and asset management.

1. Establish & maintain a comprehensive Asset Management Plan

(maintain Asset Management Plans, fund Asset Management Plan within the  budget process,                        develop monitoring systems to keep Asset Management Plan current)

2.     Establish & maintain long-term planning for streets and underground 

        infrastructure, and facilities

                       (maintain 10-year replacement rolling plan for all the Town’s assets, complete maintenance on all 

                        facility and equipment to extend life span, monitor all assets to protect from liability, facility   

                        renewal)

GOAL: ENCOURAGING RESPONSIBLE COMMUNITY GROWTH

Outcome: The Town of Rosetown is an attractive community with thriving economic development, tourism and Recreation Facilities. The services are organized into the departments of Planning and Development, and Recreation and Culture.

1. Encourage business retention, expansion, & attraction

(tax abatement programs, business development policy, develop new Industrial Park)

1. Promote housing development

(infill tax abatement incentive)

1. Pursue initiatives to attract and retain population

(work with Chamber of Commerce, maintain positive attitude and image of community)

1. Promote tourism to attract visitors

                        (assist with the promotion of festivals and events in collaboration with service clubs, operate & 

         manage Tourism Centre, recreation facilities) 

GOAL: ENGAGEMENT, COMMUNICATION, AND TEAMWORK

Outcome: The Town of Rosetown is committed to continued communication and team work.

1.  Maintain active internal communication & a positive environment within the 

     municipal team

       (debriefing meetings with Management, Management meetings, staff events, annual council & staff 

       meeting)

2. Cultivate active external communication & a positive environment in the 

    community & beyond

     (utilize Town website and Facebook, local newspaper & radio, community newsletter, posters, surveys)

3. Maintain an active role in strategic and community partnerships

      (cultural planning initiatives with community partners, work with neighbouring RM’s)
