Infill Residential Construction Policy
In May, 2018, Rosetown Council approved the Infill Residential Construction Policy. With this tax incentive program, Council hopes to encourage investment in construction of infill residential property for the purpose of economic development and to maximize and improve vacant or underutilized lots. Through this initiative, the Town of Rosetown desires to rejuvenate existing neighborhoods through residential infill development as a way of supporting community growth while minimizing the need to expand the Town's water, sewer and street infrastructure.

An application for this tax abatement program is required.
The program has two incentive levels:
- Where demolition of existing improvements is undertaken to facilitate construction
Year #1 - 100% abatement of all property tax (excluding special levies) after the reassessment of the property once construction has been completed.
Year #2 – 75% abatement of all property tax (excluding special levies).
Year #3 – 50% abatement of all property tax (excluding special levies).
Year #4 – 25% abatement of all property tax (excluding special levies).
Year #5 – Full Taxation rates shall apply.
- Where there is no requirement for demolition to facilitate construction
Year #1 – 100% abatement of all property tax (excluding special levies) after the reassessment of the property once construction has been completed.
Year #2 – 66% abatement of all property tax (excluding special levies).
Year #3 – 33% abatement of all property tax (excluding special levies).
Year #4 – Full Taxation rates shall apply.
School Tax Abatement
School/education tax abatement is subject to the Provincial Government approval. If Provincial Government approval is not received the above noted property tax abatement shall only apply to the Municipal property taxes.
Development Levy is not included in the tax incentive program.
The Health Levy is not included in the tax incentive program.
The Infrastructure Levy is not included in the tax incentive program.
New construction in the Civic Centre subdivision and any future subdivisions are not considered infill and therefore not eligible for this tax abatement.
The Development Levy is charged to property owners in cases when development increases the demand on Town services, such as water, sewer, roadways, related infrastructure (curbs, street lights, street name signs), parks and public recreation facilities. The Development Levy was established with the intent of recovering all or part of the capital costs incurred by the municipality as a result of proposed development.
How is it calculated?
The Development Levy is charged to property owners at the time of application for a Development Permit on the formula of $0.50 per square foot of the total property.
Some developments which are subject to the Development Levy include but are not limited to the following: modifying an existing duplex to a fourplex; constructing a new residence or commercial property on a lot in which servicing (water, sewer) does not presently exist.
